By this model, the avg global temp for the period 1990-2030 will rise almost 1C (from the 1960-1990 period) & 1990-2100 will be 3C higher than present.

Below is the dilemma of the Kyoto protocol.  While many want an absolute reduction in emissions, the developing world desires the more fair and equitable scenario whereby they are allowed to play catch-up economically by having a moratorium on emission cutbacks for a short time ... and more stringent measures later:
